Eligibility for the new graduate BCP

To support the ongoing provision of primary maternity services into 2023 and beyond, a single additional Business Contribution Payment (BCP) payment is being offered to new graduate midwives who have a current authorisation to claim under the Primary Maternity Services Notice 2021 (the Notice).

This is a one-off flat rate payment of $5000 for 2022/23 and is called the BCP for new graduate midwives 2022/23 and is a contribution to the start-up costs that graduates incur.

For new graduates, the eligibility criteria are that you must:

  • be New Zealand trained and have graduated from a New Zealand training institution after 1 January 2022
  • have first registered with the Midwifery Council of New Zealand after 1 January 2022
  • have received an authorisation to claim for primary maternity services under the Primary Maternity Services Notice 2021 (the Notice) from the Ministry after 15 May 2022 and before the date of the Letter of Offer, with that authorisation remaining current at the date of acceptance
  • intend to provide primary maternity services under the Notice to women, as indicated by intent to provide lead maternity care (LMC) services to at least one woman per month after 15 June 2023
  • not have previously claimed or been sent a Business Contribution (BC) offer.

The Letter of Offer for new graduate midwives will be sent out in April 2023. The Offer for new graduates will remain open until 26 May 2023, and payment will be made by 30 June 2023.
